Yes. Germany citizens with a regular German passport can apply for a Kuwait eVisa online through the Kuwait Ministry of Interior portal, or get a visa on arrival at the airport or a land border.
There is one big caveat. The German Foreign Office currently advises strongly against travel to Kuwait, so read the warning below before you pay for anything.

Eligibility: what your German passport means
Eligibility follows the nationality in your passport, not where you live. Kuwait's Ministry of Foreign Affairs lists Germany among the countries whose citizens can use the eVisa portal or get a visa on arrival. You can compare other nationalities on our Kuwait visa eligible countries page.
Which German documents work
The German Foreign Office is specific. Only the regular passport (Reisepass) is accepted for entry. The ID card, provisional passport, provisional ID card and children's passport (Kinderreisepass) are not.
This catches families out. A child needs a regular passport with at least six months of validity, even for a short trip.
Things that can block a visa or entry
- Israeli stamps: Kuwait refuses a visa or entry if your passport contains an Israeli visa or entry stamp. Affected passengers are sent back to where they started.
- Place of birth: UK government advice says British citizens born in Afghanistan, Iran, Iraq, Lebanon, Pakistan, Sudan, Syria or Yemen cannot get a visa on arrival. A Swiss travel-club page says the same about passengers. The German Foreign Office page does not mention this rule, so if you were born in one of those countries, ask the embassy before you book.
- Earlier stays in Kuwait: The German Foreign Office warns that people with a previous stay may be questioned at length and, in some cases, refused if the authorities hold negative information about them.
Documents commonly needed
The portal asks for your passport details and a scan of the photo page. You also need a reference address in Kuwait, an email address and a payment card. Our Kuwait visa documents guide walks through each item.
The German Foreign Office says a reference address is mandatory. It can be a hotel or a person who normally lives in Kuwait. UK and Austrian government advice adds that officers may ask for a return or onward ticket and proof of accommodation.
A Swiss travel-club page says a printed eVisa confirmation is expected. Printing one costs very little, so carry a paper copy and keep the file on your phone.

The practical difference is risk. A refusal on arrival means a flight back, while a refusal online costs you only time.
Application steps
- Check that your regular passport has at least six months left on your entry date and no Israeli stamps.
- Type kuwaitvisa.moi.gov.kw into your browser yourself. Look-alike sites charge extra for the same form.
- Create an account and enter your details exactly as printed in the passport.
- Add your Kuwait address and upload the passport scan.
- Pay the fee and save the receipt.
- Wait for the approval email. Save the visa as a file and print a copy.

What to expect at Kuwait airport
Kuwaiti authorities take fingerprints and an iris scan from every arriving traveller, according to the German Foreign Office. Expect questions about where you are staying and when you leave.
Officers may also inspect your bags. Alcohol, drugs, weapons, pork products and pornographic material are banned. Cash, valuables or gold worth more than 3,000 KWD must be declared.
Medicines need extra care. The German Foreign Office says psychoactive or narcotic medicines may only be brought in for personal use, in small amounts, with a prescription. The doctor's letter and prescription must be legalised by the Kuwaiti Embassy before you travel, so ask the embassy early.
Validity, stay period and entry window
Sources conflict here. Some travel guides and a Wikipedia summary say each eVisa stay is limited to 30 days. Austrian government travel pages describe a tourist visa as single entry with a stay of up to three months.
I could not confirm an entry window from any German or Kuwaiti source I could open. Do not plan around either stay length. Use the dates printed on your approved visa and the official portal.
Fees, payment and processing time
Three fee figures circulate. The German Foreign Office gives about 30 EUR for a single-entry visa. Older private pages still quote 3 KWD. One private site says that since 23 December 2025 the fee is 10 KWD per month of stay, which is close to the German figure.
I could not confirm that rule on an official page. Treat the German Foreign Office figure as the safest guide, and check the amount shown at payment. Our Kuwait visa fees page links to current details.
The eVisa is paid online by card. For a visa on arrival, private guides say cash or card is accepted, but no government source confirms this, so carry both. Some private sites say processing takes one to three working days. I found no official time, so apply early and keep a buffer.
If the eVisa is not available or is refused
You can still try a visa on arrival, or apply at the Kuwaiti Embassy in Berlin. The German Foreign Office says a visa can also be requested from Kuwait's missions abroad.

The German Foreign Office notes that consular help with passport problems is only possible after you have entered Kuwait, not in the international transit area.

- Having under six months of passport validity.
